1.0 INTRODUCTION 

The Tanzania Revenue Authority (TRA) is a Government Agency established by Act of Parliament No.11 of 1995 and became operational on 1st July, 1996. The major functions of the Tanzania Revenue Authority are; to assess, collect and account for all Central Government Revenue, administer effectively and efficiently all the revenue laws of the Central Government, advise the Government on all matters related to fiscal policy, promote voluntary tax compliance, improve the quality of services to the taxpayers, counteract fraud and other forms of tax evasion and to produce trade statistics and publications. TRA’s vision is to increase Domestic Revenue through Enhancement of Voluntary Tax Compliance and its mission is to make it easy to pay Tax and make lives better.


2.0 DAR ES SALAAM MARITIME INSTITUTE (DMI) 


Dar es Salaam Maritime Institute (DMI) was established by Act of Parliament No. 22 of 1991 to cater for greater needs of Shipping Industry in the region.

The Institute (DMI) originated from what was known as Dar es Salaam Maritime Training Unit (DMTU) which was established on the 3rd July 1978 as a training wing of Tanzania Coastal Shipping Line (TACOSHILI) to fulfill the need of well-trained seafarers.


DMI is the Centre of Excellence in Maritime Education and Training in the East African region. The Centre has qualified personnel and provides quality education which suits market needs in the aspect of being employed and self-employment in maritime industry. DMI offers programmes accredited by NACTE (NTA Level 4-8), SUMATRA (Certificate of Competency- CoC), CILT (Logistics & Transport) and ABMA (Shipping and Logistics).

As the Head of Credit, you will be:

Responsible for advancing Mobisol credit function, providing leadership, management and spirit necessary for the customer finance department to achieve its goals.


To provide strategic communication for Customer Finance in terms of customer assessments, loan recovery and credit control to support the products and services of Mobisol to ensure income growth and consistent implementation of Mobisol’s credit product awareness


YOUR TASKS

Provide a strategic direction of credit department within the organization.


Responsible for the review and approval of commercial credit proposals of the company and to maintain a good balance between returns and risks exposure.


Hands-on management of all day-to-day operations of Credit team along the customer credit cycle, i.e. credit assessment, underwriting, loan monitoring and work-out, including development of appropriate responses to portfolio underperformance


Take responsibility for and manage the Credit Department as a profit centre which reports on key performance indicators related to company targets (P&L, portfolio quality, operational efficiency)


Play a key role in development of new lending platform, establishing and updating all lending policies and guidelines.


Foster a strong credit culture in the organization, build and lead teams that act in accordance with Mobisol’s policies and sound credit delivery principles e.g. Ensure high standard credit quality of the portfolio at all times.


Analyse, evaluate internal and external risks, and provide relevant pre-cautions and solutions to the risks. Provide requirements and design inputs, particularly with regard to credit risk recognition, measurement and its reporting as a part of core team for implementation of key credit risks.


Review and develop the Mobisol’s credit approval and repossession policies and guidelines as well as participate in ad hoc projects of investigative or trouble-shooting nature on specific customers portfolio


Serve as a key point of contact for Mobisol’s domestic and international 3rd party funding partners and ensure operational compliance with related KPIs


Ensure proper integration of the Credit department into Mobisol’s overall operations and workflows

Subordinates effectiveness:


Ensure staff understands the context of their roles in relation to Mobisol’s strategy.


Ensure staff in your department when performing their duties exhibit proper / acceptable behaviour.


Ensure performance consequences are taken by the line managers in your department i.e. recognize best performers and manager poor performers from time to time through both, formal and informal feedback.


Assess and monitor the training and development needs of the staff in the department.


Ensure staff have the resources they require to perform their work



YOUR QUALIFICATIONS

University degree from a recognised university in Finance, Banking & Finance, Economics or any other related field. Postgraduate/Master’s degree is an added advantage


8+yrs experience in managing teams, ideally as a department manager/ portfolio manager/ product manager/Credit Manager at a Micro-finance Institution (MFI) or SME-related bank or Mobile Network Operator (MNO)


8+yrs relevant professional experience in credit assessment and/ or credit scoring and/ or data-smart lending and/ or portfolio management at an MFI or SME-related bank or MNO; high exposure to individual micro lending technology is an added advantage


High level of creativity and innovation capacity to enhance and incorporate mobile-money-based lending procedures


High level of familiarity with typical income, expenditure and cash flow patterns of rural and semi-urban households and micro-enterprises across Tanzania


High familiarity with the Tanzania Credit Bureau system, Microsoft Excel, Access, wording skills and understanding of Office 365.


Strong analytical skills, attention to details and able to assess risk while protecting the interest of the company, customers and investors.


Mature profile combining output orientation, number orientation, customer orientation and process orientation


Strong communication, presentation skills, negotiation, very good organisational and interpersonal skills, dynamic self-starter and team player.


International work experience with, or exposure to, partners based outside East Africa is an added advantage.


Willingness to travel frequently (domestic; international)


Fluency in English and Swahili with excellent verbal and writing skills


Ability to work in a fast growing dynamic environment (not afraid of change).

This expansion aims at improving the Hospital’s quality of facilities and infrastructure to become an ultramodern 170 bed facility in order to increase its capacity as a provider of high-quality medical care leading to tertiary care, referral and teaching hospital. The Phase II development is focusing on expanding key clinical services including a comprehensive cardiology programme, oncology services, and neurosciences, as well as the expansion of orthopedics and trauma, diagnostic imaging, critical care, and women and child health programmes.
The Hospital is ISO and JCI Accredited (achieved a level of quality and patient service that is equal to the best hospitals in the world) and the teaching site for The Aga Khan University, which offers postgraduate medical education programs leading to Master’s of Medicine in Family Medicine, Internal Medicine and Surgery. BIOMEDICAL TECHNICIAN – 1 POSITION 

Job Summary: 
Reporting to the Head of Biomedical, the mandate of the biomedical technician is to look after the entire medical equipment, installations, preventive maintenance, user training on equipment and equipment repairs and maintenance services across Outreach Health facilities across OHC network in Tanzania.

JOB RESPONSIBILITIES
Responsible for validating medical equipment specifications for procurement
Ensure spare parts are developed for equipment.
Carry out planned preventive maintenance inspections, commissioning and test in accordance with the departmental procedures.
Review outcome of preventive maintenance action and make recommendations to administration concerning improvements.

Technical Inspection of Medical Equipment / Spares / Consumable as per the maintenance procedure and department standard to ensure its meeting the requirement.

Carry out new Medical Equipment installation and commissioning, in accordance with the departmental procedures.
Complete all new Medical Equipment Acceptance form and report any missing item.
Deliver training sessions to user and colleagues as per requirement and plan. Ensure that instructions and training programs are held as required, and the clinical support if of high professional standard.
Monitor vendor during warranty and post warranty period as per the contract agreement and report the performance regularly to the management.
Ensure repairs and maintenance of medical equipment for all the Government facilities in Dar es Salaam.

PROFESSIONAL QUALIFICATIONS, SKILLS AND EXPERIENCE
Diploma in Biomedical Engineering from a recognized Technical institute in Tanzania.
At least 2 years of full time working experience in a healthcare setup
Excellent academic record.
Having good knowledge on Human Anatomy, Physiology, Biophysics, Electronics, electrical, mechanical and IT.
Excellent presentation skill having good command on verbal and written English.
Strong interpersonal and leadership skills
Good organizational skills
